Government is the sector that is most responsible for promoting and upholding rule of law in a particular country. Good governance (the process by which rules and regulations are designed, legislated and amended), government decision-making, and the manner in which these decisions are implemented and enforced, is essential to ensuring rule of law. Effective governance results in a transparent public sector that is held accountable for its actions by an independent judiciary, is responsive in providing public services, and also ensures that an engaged citizenry is able to act as a further accountability mechanism.
APF is a paramilitary force with the basic roles of maintaining law and order, combatting insurgency, and cracking down terrorist activities. It is mobilized in various policing jobssecurity of VIPs, protection of vital installations and facilities, and control riots and public unrest. APF serves as a second layer for maintaining security in the country.

Institute for Governance and development (IGD) is a civil society organization registered with Government of Nepal. It is also a member of CIVICUS a global alliance of civil society organization. IGD promotes initiatives to enhance rights and entitlements of the citizens, marginalized and discriminated sections of society, by encouraging their participation in the processes of governance and development. It strives for achievement of equity and justice, focusing on citizen participation and inclusion, awareness and empowerment. It also works towards promotion of policies, institutions and capacities that strengthen the voice and participation of the poor and the marginalized in defining their relations with state in particular.
MoHA is mainly responsible for delivering critical services to the citizens and maintain security in the nation. These functions are carried out by various offices in the region, districts, departments etc. The Chief District Officer (CDO) has been empowered with necessary authority to maintain law and order in the respective districts and s/he has also been made responsible to act as the representative of the Central Government. The jurisdiction of the Home Ministry has been defined by Nepal Government's (Work Division) Regulation, 1996. There are 4 Divisions, 5 Departments, 5 Regional Administration Offices, 75 District Administration Offices, 75 District Police Offices and 73 prisons under this ministry.
DoI is a government wing that mainly deals with the government information.
The GEOC is an alliance of 10 different organizations including the Nepal Law Society (NLS). It has been involved in programs to support the institutionalization of democracy for the past 20 years. GEOC's members are independent intellectuals, legal luminaries, jurists, former government of?cials, social activists, human rights workers, professors, senior media persons and so on.
NIU is one of the governments main intelligence agency collecting information related to the countrys public security, economic crimes, corruption in government and domestic and foreign terrorist activities. It also has a unit that tracks international spies, cross border terrorism, money laundering, narcotics and human trafficking. It comes under the purview of the Home Ministry.
