It is an initiative of the Japan Science and Technology Agency that seeks to connect science and society through a forum that brings together policy makers, scientists, business people, the media, and the general public.

Originally entrusted with the task of policing the frontiers, their scope of work has expanded to include supporting law enforcement agencies in controlling law and order situation and providing security to diplomats, government installations, multi-national companies and hydro-power projects.
