It seeks to provide access to quality education and health services in the Sub-Saharan region, working in partnership with community-based organizations.
It was founded in 2002 by members of the Intergovernmental Authority on Development (IGAD). It is an initiative that aims to build a sustainable peace in the region through the prevention of violence and conflict through the collection and analysis of data, the dissemination of information, and the implementation of projects.
