
In Memory of William H. Neukom
Founder of the World Justice Project
It is with incredibly heavy hearts that we share the news of the passing of our founder and dear friend, William H. Neukom, known to all of us simply as Bill.
Bill was the driving force behind the World Justice Project (WJP), and his absence leaves a profound void in the soul of our organization. His belief in justice was unwavering. His deep humanity and his remarkable gift for bringing people together—regardless of background or origin—shaped everything we do at WJP.
The World Justice Project meant the world to Bill. He remained deeply engaged and immensely proud of what we’ve built together—always cheering us on, always hopeful, and always focused on the long-term goal of strengthening the rule of law around the globe.
As William Hubbard, who co-founded WJP with Bill, shared: “Bill’s vision for the World Justice Project was not merely an idea; it was a profound conviction that the rule of law is the foundation of just societies. His dedication to building this organization—and its global impact today—is a testament to his unwavering commitment.”
Beyond his incredible contributions to WJP, Bill’s life reflected a lifelong devotion to justice and service. He was a distinguished retired partner at K&L Gates, a lecturer at Stanford Law School, and served nearly 25 years as Microsoft’s lead lawyer, overseeing its legal, government affairs, and philanthropic work.
His remarkable career also included leading the American Bar Association as its president, serving on numerous nonprofit boards, and acting as Managing General Partner of the San Francisco Giants. Through the Neukom Family Foundation, which he established with his children, Bill supported vital initiatives in education, the environment, human services, justice, and public health.
Many of us had the privilege of knowing Bill personally, and all of us are part of the legacy he built with care, courage, and conviction. His passing is a deep loss—for WJP and for the global rule of law community.
Our hearts go out to his family—his wife Sally, his children, and grandchildren—who were the center of his life. It is now up to all of us to carry his vision forward. We will ensure that the World Justice Project continues to grow stronger, and that our mission to advance the rule of law lives on as a tribute to his extraordinary leadership.
We will never forget his powerful reminder: “If your cause is just, nothing is impossible.”
