Senior Police Reform Researcher

Juan Salgado is Senior Police Reform Researcher at the World Justice Project. Based in the Mexico City office, he undertakes mostly qualitative research endeavors on different processes for the democratic reform of police forces. He has systematized and analyzed a sizeable database of in-depth interviews with Mexican police officers, that were carried out by World Justice Project researchers in the period 2015-2019. His research lines include police accountability, crime investigation and police training. 

He holds a PhD in Political Science from the National Autonomous University of Mexico, and a MA in Human Rights from the University of Essex, UK. He has coordinated human rights, non-violent conflict resolution, penitentiary and police reform research projects in Mexico, Latin America, Europe, and Africa. In the academic realm, Juan Salgado has taught undergraduate and postgraduate courses in different universities and in several police academies. He has been author and co-author of several publications on these subjects.
