Mr. Nishikawa received his Master’s degree in 1982 from the Tokyo University, and his PhD in Engineering in 2008 from Nagoya University. Formerly, he held the positions of Deputy Director for Disaster Mitigation, Prime Minister's Office; Senior Relief Coordination Officer, UN Department of Humanitarian Affairs, Geneva; Executive Director, Asian Disaster Reduction Center; Director for Disaster Preparedness, Public Relations and International Cooperation, Cabinet Office, Japan. In 2005, he organized the World Conference on Disaster Reduction.
He is currently the Director General of Audit at the Japan Water Agency.
