Professor Golub coined the term “legal empowerment” in co-authoring the ADB study (2001) that first articulated the concept; he later designed the first UNDP project on it (2006). He has edited collections of papers on this and related topics for the Ford Foundation (2000), the HagueJournal on the Rule of Law (2009), the International Development Law Organization (2010), and the Open Society Institute (forthcoming).
He has written approximately 30 papers about this and related matters for Transparency International’s Global Corruption Report, the Cambridge Review of International Affairs, the World Bank Legal Review, the Carnegie Endowment for International Peace and other outlets. Professor Golub has also headed consulting and research teams and otherwise worked with such additional institutions as the Danish, Dutch, Norwegian, British and U.S. aid agencies; the World Bank; Oxfam Novib; Amnesty International and the Danish Institute for Human Rights.
