Worldwide, less than half (40%) of survey respondents know of any laws supporting their right to access government-held information. 

To varying degrees, most countries have laws that grant citizens access to official information, which have the capacity to improve participation, collaboration, and accountability. These laws, however, may not reach their full potential when citizens are unaware of their existence. Worldwide, less than half (40%) of survey respondents knew of any laws supporting their right to access government-held information.
