Paul is a Senior Specialist at The World Bank, where he has worked on issues of good governance, justice reform, gender and land administration. He is currently co-leading a research project on Access to Justice and Technology and broader research on access to justice and poverty. Before joining the World Bank Paul was a Property Law Coordinator and Legal Advisor at the Office of the High Representative in Bosnia and Herzegovina. Paul has also been a pro bon lawyer on domestic violence and as a Guardian ad litem in the Superior Court of Washington, DC.
