Arizona's Licensed Legal Advocate Pilot: authorizing non-lawyer community advocates to give legal advice with delivery of social services

 

The Approach
Innovation for Justice, in partnership with the Arizona Supreme Court and Emerge! Center Against Domestic Abuse, launched the Licensed Legal Advocate pilot - the first U.S. pilot that adapts unauthorized practice of law (UPL) reform to permit non-lawyer community-based advocates to give legal advice with the delivery of social services. The pilot trains and licenses domestic violence advocates to provide limited-scope legal advice regarding specific, high-need civil legal issues and includes a quantitative evaluation of non-lawyer advocacy in civil legal matters. This work has the potential to inspire UPL reform nationwide and help women under-served by the status quo.
