APF is a paramilitary force with the basic roles of maintaining law and order, combatting insurgency, and cracking down terrorist activities. It is mobilized in various policing jobs—security of VIPs, protection of vital installations and facilities, and control riots and public unrest. APF serves as a second layer for maintaining security in the country.

HAWCA is a human rights organization that works to improve women's and children rights in Afghanistan through providing legal assistance, legal tranings, and counselling.
