Ms. Sandra Elena is a lawyer with a degree in political science. She has her Masters in International Law from the American University in Washington DC. During the past 15 years, she has worked on programs of reform and continuous improvement of justice in more than 10 countries in the region. She served as judicial reform specialist at IFES in Washington DC, and was responsible for reform programs in Latin America, Asia and Africa. She also coordinated rule of law programs funded by the Inter-American Development Bank (IDB), the World Bank and USAID, among others.

She was coordinator of International Programs Studies Forum Administration of Justice for three years, where she was responsible for the implementation of reform programs in Argentina and other countries in the region.
